“Municipal Security” has been operating in Kyiv for 8 years: what do they do?

To assist the National Police in Kyiv, a new structure appeared 8 years ago to monitor law and order on the streets of the city.

Many European countries have local municipal police. In Ukraine, there are no such police officers officially, and in many cities there is a security service created by local councils, which actually performs the same functions.

Such police can be called in different ways: city guard, municipal security, municipal squad, municipal guard.

In Kyiv, there is a municipal organization “Municipal Security”, which is managed by the Department of Municipal Security of the Kyiv City State Administration.

Initially, after its establishment in 2017, the municipal security service took on the protection of such facilities where there was a shortage of guards – hospitals, parks, libraries, schools. They also provide security for unfinished abandoned facilities in Kyiv, where disadvantaged elements of society may gather.

A significant part of the organization's employees from the very beginning have been men who gained experience in combat operations in Donbas, in the ATO/JFO zone, writes Ukrinform. There are also women in the ranks of municipal officers.

Security officers began to catch drug dealers in the capital's green areas who were making bookmarks under trees. Also, after the appearance of the “Municipal Security”, there were fewer places in the city where people drank alcohol and grilled kebabs.

The equipment of a security guard in the capital is as follows: a video recorder, a walkie-talkie, an anti-vandal telephone, a gas cylinder, handcuffs (plastic, disposable), and a baton. The guards also use bulletproof vests.
