Violations of the language law: how many complaints did Ukrainians file in 2025
During the first quarter of 2025, the Commissioner for the Protection of the State Language received 646 complaints regarding violations of language legislation.
Most complaints concerned service, websites, and outdoor advertising.

Where are the most violations?
According to Taras Kremen, most of the complaints came from residents:
- Kyiv – 261 applications;
- Odessa region – 84;
- Kharkiv region – 71;
- Dnipropetrovsk region – 69;
- Kyiv and Donetsk regions – 22 each.
What violations are recorded most often?
The main problem remains violations of the language law in the service sector – 307 complaints . The most common cases:
- 175 requests – lack of Ukrainian version of sites or its incorrect loading;
- 104 – refusal to serve customers in the state language in shops, cafes, salons, etc.;
- 28 – improper labeling of goods and services.
Violations in the field of outdoor advertising and public information are also frequently recorded – 128 appeals , of which 67 came from Kyiv.
Language in education: where do problems arise?
Not all educational institutions comply with the language law. In the first quarter of 2025, 54 complaints were received regarding violations in the field of education:
- 17 – in universities;
- the rest are in schools, kindergartens, and after-school institutions.
Violations have also been recorded in other areas:
- culture – 32 applications;
- media – 30;
- authorities – 29;
- healthcare – 27.
Why is Kyiv the leader in the number of complaints?
The capital remains in first place in terms of the number of applications. Taras Kremin noted that the Kyiv City Council approved the Concept of Promoting the Ukrainian Language back in 2023, but its implementation has not progressed.
“The more effective initiatives that strengthen the mechanisms for establishing the state language, the stronger the Law. I call on local authorities to be proactive in protecting the language rights of Ukrainian citizens,” Kremin emphasized.
