Parliament approved the law on European requirements for Ukrainian transport companies

The Verkhovna Rada of Ukraine adopted bill No. 4560, which will allow the adaptation of the motor transport services market in Ukraine to EU standards.

The Ministry of Development of Communities and Territories of Ukraine reports this, as reported by a Ukrinform correspondent.

“Bill No. 4560 is an important step towards integrating Ukrainian carriers into the European transport system. First of all, it is aimed at increasing the competitiveness of Ukrainian carriers in the EU market. In addition, the adopted standards contribute to improving the level and quality of transport services, and ensure the digitalization of services for carriers,” said Vice Prime Minister of Ukraine for Reconstruction, Communities and Territories Development Eksii Kuleba.

The main changes will affect the licensing rules for Ukrainian carriers.

In particular, the document introduces a “good reputation” mechanism for companies providing road transport services. Thus, in order to obtain a license and start operations, there will be no need for charges of committing serious criminal offenses or sanctions imposed for significant violations of legislation in the field of road transport.

In addition, transport companies must demonstrate adequate financial standing, confirmed by a bank guarantee or insurance, as well as preliminary professional qualifications of managers.

The specified requirements will apply to carriers engaged in international freight and passenger transportation, as well as domestic transportation of passengers or dangerous goods.

In accordance with the bill, all information about the carrier will be collected through the Unified Complex of Road Safety Information Systems (UCIS).

The new rules will come into force one year after the law is published. Therefore, transport companies will need to confirm the updated conditions of licenses as the document comes into force.
