Ukraine to create national cyber attack response system

The Verkhovna Rada has approved a law aimed at strengthening cybersecurity and protecting state information resources and critical infrastructure from cyber threats.

This was reported on Telegram by member of the parliamentary Committee on National Security, Defense and Intelligence Oleksandr Fedienko, Ukrinform reports.

“Today is a historic moment. Parliament has adopted bill No. 11290 in the second reading,” Fedienko noted.

According to him, 240 deputies voted in favor of the bill.

This law strengthens Ukraine's national cybersecurity system, expands the powers of specialized agencies, attracts experts from the private sector, and creates a comprehensive system for responding to cyberattacks that meets European standards in the field of cybersecurity.

Key provisions include the establishment of a professional cybersecurity network in all government agencies that handle sensitive citizen data, the development and support of a national cyber incident response system covering cyber attacks and cyber threats targeting government information resources, communication networks and critical infrastructure.

The State Special Communications Service will monitor the functioning of the system.

The national cyber-attack response system will include CERT-UA (Ukrainian Computer Emergency Response Team), as well as industry and regional cyber-threat response teams created by state and local government bodies.

The law also provides for the standardization of cryptographic protection, cybersecurity protocols, and counterintelligence measures against cyber threats, as well as the implementation of a cybersecurity assessment system to monitor and improve national cyber defenses.

On January 8, the Verkhovna Rada adopted in the first reading the draft law “On Amendments to Certain Laws of Ukraine on Information Protection and Cybersecurity of State Information Resources and Critical Infrastructure” (No. 11290).
