Russia Steps Up Media Offensive on Ukraine – Intelligence
The Foreign Intelligence Service of Ukraine (FISU) reported this, Ukrinform reports.
“Its goal is to destroy Ukrainian statehood not on the battlefield, but in the minds of people: through the delegitimization of the Ukrainian government, the devaluation of democratic institutions and the imposition of an external political scenario that implies a controlled capitulation,” the Foreign Intelligence Service reported.
According to the agency, this concerns the capabilities of Russian special services that operate under the general leadership of Vladimir Putin's administration: the Federal Security Service, military intelligence, and the Foreign Intelligence Service.

Under the pretext of “peacekeeping initiatives” and “analytical discourse,” the idea of the alleged loss of legitimacy by the Ukrainian government as a result of the failure of elections under martial law, as well as the need for a “temporary administration” under the auspices of the UN, the United States, the European Union, or in the “quartet” format with Russia, is being imposed on the Ukrainian and international audience.
The enemy is also trying to convince its target audience that a peace agreement between Russia and the Ukrainian authorities is impossible, which, according to Moscow's plan, should serve as a pretext for war in order to change the political course.
The Foreign Intelligence Service emphasizes that such narratives are not just disinformation, but also part of a special operation to force Ukraine to capitulate under the guise of a “peaceful settlement.”
This campaign is also carried out through formally Western or “neutral” media outlets that act as proxies for Russian narratives. The Hungarian Magyar Nemzet, Magyar Hirlap and Pesti Srácok spread ideas about “Ukraine’s inability to govern itself.”

The Pish Salon24.pl platform published a fake blog by an anonymous author, MarcinWi, which, under the guise of “expert analysis,” supports the version of a “split” between the military and political leadership of Ukraine.
The French Réseau International promotes ideas about Ukraine’s alleged inability to wage war on its own and about a “deep strategic gap between the Ukrainian political leadership and the General Staff.”
Anonymous Telegram channels are also actively used, posing as “their own” in the Armed Forces of Ukraine or in its leadership.
A coordinated wave of emotionally charged videos is being distributed with themes such as “the West no longer supports Ukraine,” “we have been deceived,” “we need a change of government,” “it’s time for change,” and “we need a different government for the world.”

Malicious messages with the same ideas are widely distributed on Telegram (Strana.ua, Scott Ritter/, X /RothLindberg, DougAMacgregor), Facebook (Florian Filippo, Fernand Kartheiser) with the participation of botnets and accounts associated with pro-Russian organizations in the Era and Latin America. They publish pseudo-documents, statements and “analytical notes” that question the legitimacy of the Ukrainian government.
The thesis is being promoted that supposedly “even the West needs a different Ukraine,” with references to pro-Russian “experts” with the titles of “former diplomats,” “independent experts,” and “UN veterans.”
To legitimize their narratives, including publications and comments by representatives of former pro-Russian political structures, the enemy uses Ukrainians accused of treason in Ukraine.
“These actions are accompanied by the introduction of Kremlin narratives into the structures of influence of Ukraine’s partner countries, in particular, by organizing public ‘discussions’ about the legitimacy of the government, the prospects for negotiations without Ukraine’s participation, and the alleged ‘loss of trust’ in Kyiv,” the agency concluded.
As Ukrinform reported earlier, Russia has stepped up its attempts to recruit Ukrainians, including young people, to commit acts of sabotage.
