Yermak names conditions under which war could end next year

Head of the Presidential Office Andr Yermak recalled five points from Vodymyr Zelensky's Victory Plan which, if implemented, would lead to the end of the war in 2025. He also indicated the possibility of negotiations with Russia provided that the situation is returned to as it was on February 23, 2022.

Andr Yermak addressed the issue in an ed for the Swedish financial outlet Dagens Industri, Ukrinform reports.

"The Victory plan of President Zelenskyy, which strengthens the Peace Formula, consists of five points:

1. An invitation for Ukraine to join Nato.

2. Increased military support without restrictions on weaponry use.

3. A non-nuclear deterrence package.

4. Granting an access to Ukraine’s critical raw materials for her partners.

5. Replacement of US military contingents in Eure with Ukrainian units..

As President Zelenskyy emphasizes, ‘if we start moving with this plan now, we can manage to end the war no later than next year,’” Yermak wrote.

According to the head of the President’s Office, the implementation of the first three points of the Victory Plan would give Ukraine an edge in negotiations. “Extending an invitation to Ukraine would not generate any obligations for Nato allies under Article 5. However, it would encourage Russia to turn to diplomacy and undermine Putin’s intention to continue the war,” Yermak noted.

The chief of the Presidential Office also admitted the possibility of launching negotiations with Russia provided that the situation is back to at least the state of February 23, 2022.

“In addition, the situation must be reversed to at least the state of February 23, 2022. That would be a starting point for further settlement since swath of Ukraine had been occupied before the date,” Andr Yermak wrote.

He also thanked the countries of Nordic Eure, the Baltics, and Pand for their support for Vodymyr Zelensky’s Peace Formula, as well as for remaining among the largest aid donors to Ukraine since the first days of the large-scale invasion.

As Ukrinform reported earlier, the Victory Plan includes five points: geitical, two military, economic, and security.

The first point is about receiving an invitation to NATO. The second one concerns defense, in particular, the transfer of a clear list of weapons capable of sustaining the Ukrainian Armed Forces. The third point entails establishing deterrence forces. The fourth refers to strategic economic coeration and increased sanctions pressure on the aggressor state. The fifth point is designed for the post-war period, laying down the possibility of replacing individual U.S. military contingents deployed in Eure or on other continents with Ukrainian units.
