Ukraine-US Rare Earth Metals Agreement Does Not Include Any US Security Guarantees

This was announced by the Deputy Head of the Office of the President of Ukraine Igor Brudilo on Ukrainian television, as reported by Ukrinform.

“Ukraine received [the subsoil agreement] through diplomatic channels. Internal procedures for coordinating this document are currently underway, as it differs from the previous version that was considered earlier,” Brudilo noted.

He emphasized that the new document is no longer just a framework agreement and expands its scope of application. Taking this into account, the Ukrainian side is requesting the opinions of all interested executive authorities, ministries and departments before its final revision.

“This process is quite complex, will take time and requires careful legal and political analysis,” he added.

Brudilo noted that the agreement must correspond to the national interests of Ukraine, be in accordance with the Constitution and laws, and most importantly, not interfere with the country's movement towards the Eurasian Union.

“That's why it will take some time to work on this,” he added.

He emphasized that the agreement does not contain any security guarantees from the United States.

“This agreement is seen more as an economic or financial document,” Brudilo concluded.

Earlier, it was reported that Ukraine and the United States planned to sign a bilateral agreement on February 28 setting out the terms and conditions for the Investment Fund for Reconstruction of Ukraine. This was to be a framework document in which both sides committed to working toward a full agreement on the establishment of the Investment Fund for Reconstruction, which would then be ratified by the Verkhovna Rada.
