National Cashback affects demand and sales dynamics of Ukrainian goods – Deputy Economy Minister Teliupa

The National Cashback program, which provides compensation of 10% of the cost of goods of Ukrainian production, is demonstrating positive dynamics, changes in consumer behavior are being recorded, said Deputy Minister of Economy of Ukraine Andriy Teliupa.

"In some categories, we are already seeing a significant shift in demand from imported goods to Ukrainian ones. The National Cashback has become the most effective communication program to support Ukrainian manufacturers," he stated in an interview with the Interfax-Ukraine agency.

As the deputy minister explained, earlier, in order to change consumer habits, the ministry focused on patriotic feelings with the help of the Made in Ukraine labeling of goods, they called for buying Ukrainian, but the effect was small. However, after adding "gamification" and monetization, the ministry noticed significant changes in consumer behavior. If as of October 1, there were 1.7 million active participants in the program, then in three months of the program's operation their number reached 4.5 million.

"Our main goal is to make Ukrainian goods the number one choice. So that the buyer, coming to the store, first of all looks for Ukrainian. These changes are difficult to calculate, but we are already seeing results in the largest networks – Ukrainian goods have risen from the bottom to the "golden" one," explained Teliupa.

He added that funds have already been allocated for the program's operation in 2025, and the ministry is working on additional sources of financing.

As reported, the volume of accumulated funds within the National Cashback program has increased by 70% since November and reached UAH 436 million in December.

The number of manufacturers who have joined since the start of the program has been constantly increasing and currently stands at 1,665. In addition, 17 banks are participants in the program – PrivatBank, monobank, Ukrgasbank, Sense Bank, FUIB, A-bank, Bank Globus, UKRSIBBANK BNP Paribas Group, Oschadbank, Accordbank, Bank Credit Dnipro, Pravex-Bank, Clearing House, Radabank, Raiffeisen Bank and OTP Bank.
