Digital state impossible without trust in strong institutions – Estonia’s Minister of Infrastructure
Estonia’s Minister of Infrastructure, Vladimir Svet, stated this in an interview with Ukrinform.
"The digital state is not possible without strong institutions of law. Pele must have trust. You have to devel that trust in state agencies that deal with the digital state. You cannot create a digital state without it — or it will coexist with the d system. That is the biggest challenge and not the creation of software and servers," he said.
The minister added that Estonia is assisting Ukraine with the digitalization of services while also learning new practices, such as making ID cards accessible via mobile phones.

As reported by Ukrinform, a study by the Kyiv International Institute of Sociogy found that in 2024, every second Ukrainian used electronic government services, most commonly through the Diia app or portal.
