About 20% of cargo in Ukraine is checked by private phytosanitary laboratories – Tkachuk
The head of the State Service of Ukraine for Food Safety and Consumer Protection, Serhiy Tkachuk, reported this in an interview with Ukrinform.
“There are 21 state and 5 private phytosanitary laboratories in Ukraine. According to our calculations, approximately 20% of cargo is checked by private organizations,” Tkachuk noted.
He stressed that before the full-scale invasion, the State Service for Food Safety and Consumer Protection controlled the fund for checking the phytosanitary condition of agricultural enterprises. However, since then, this mechanism has been liberalized, which has made it possible for private phytosanitary laboratories to operate.

As reported, in 2024, state phytosanitary inspectors of the main departments of the State Service of Ukraine for Food Safety and Consumer Protection issued over 266,068 phytosanitary certificates for food products exported from Ukraine.
