
Ukrainian Foreign Minister Andriy Sybiga said that Ukraine will sign a 20-point agreement on ending the war with the United States, and the American side will sign a document with the Russian side.
He told this in an interview with “European Truth”.
The minister emphasized that this 20-point agreement, which is currently at the center of the peace process, is a bilateral document.
“If we talk purely about this 20-point framework, then this is currently a bilateral document that will be signed by the US and Ukraine. And with Russia, the US should sign it. As of now, this is exactly the structure being discussed, but negotiations are still ongoing, it is a process,” explained Sibiga.
Commenting on one of the points of the “peace plan” regarding Ukraine's accession to the European Union, he said that “even if the EU does not sign the document, it cannot contain any points that are not agreed upon with the European allies.”
Although the idea of joining in 2027 is being floated in discussions, Sibiga noted that the date is “a difficult question.”
“The EU has its own procedures, and we are hostage to a consensus approach in some points,” he noted, urging not to create excessive expectations regarding the accession date, the Foreign Minister noted.
As for the participation of European countries in the approval of “peace documents”, the European side, according to Szybiga, “is present in the peace process and in the agreements on security guarantees.”
“By the way, it is important that for the first time we are talking about the term “security guarantees”, and not “assurances” or something similar,” he noted.
The head of Ukrainian diplomacy also emphasized that security guarantees must be legally binding.
“Therefore, it is important that there is agreement on the need for ratification of the guarantees – in particular, their ratification by the US Congress,” said Sibiga.
In addition, the minister stated that Ukrainian President Volodymyr Zelensky is ready for a personal meeting with Kremlin leader Vladimir Putin to resolve the “most sensitive issues” of a potential peace agreement, namely the territories and the Zaporizhzhia NPP.
Earlier, Zelenskyy reported that the bilateral document on security guarantees from the US for Ukraine is 100% ready.
