
On Tuesday, March 10, President Volodymyr Zelenskyy signed decrees No. 243/2026 and No. 244/2026, by which he put into effect the NSDC decision National Security and Defense Council of Ukraine on the application of sanctions against individuals and companies from the Russian Federation and Iran that serve the Russian military-industrial complex Military-industrial complex (MIC) . Paralympians involved in spreading propaganda and participating in the war against Ukraine were also subject to restrictions.

It is noted that the sanctions list regarding the military-industrial complex includes 130 individuals and 48 legal entities. Among them are companies involved in the supply of components for the production of satellite navigation equipment of the “Comet” series. They are used in Russian drones, cruise and ballistic missiles, guided munitions, aircraft with which Russia bombards Ukrainian cities and communities , as well as enterprises involved in the production of the Oreshnik missile complex.
In addition, restrictions were imposed against Iranian companies and citizens involved in the production of drones and missiles, which are used not only against Ukraine, but also in the Middle East. The OPU emphasized that these legal entities and individuals helped the Russian Federation launch, deploy, and scale up the production of “Shaheeds” on Russian territory.
Iranian instructors who “trained Russian drone operators for attacks on Ukrainian cities and energy facilities” were also sanctioned.
“The Russian and Iranian military-industrial complexes have long been interconnected. With this sanctions package, we are showing the key participants involved in the production of weapons of mass destruction used in Russia's attacks against Ukraine and Iran's attacks against many countries. The world must do much more to disrupt these supply chains, including critical components, and effectively counter this cooperation. And we will work to synchronize these sanctions,” said Vladyslav Vlasyuk, Advisor to the President on Sanctions Policy.
Another sanction decision concerns 10 Russian Paralympians who participated in the war against Ukraine, spread Russian propaganda, and use sporting events to “whitewash Russian crimes and occupation.”
