The Russian authorities have banned the import of foreign devices for transmitting and receiving radio waves from space communication objects – satellites – into the Russian Federation for six months. In particular, Starlink terminals fall under this definition.
The corresponding resolution was signed by the Head of the Russian Government, Mikhail Mishustin, on April 29, the Russian service of Radio Liberty reports.
The document states that the ban is aimed at “protecting Russia's national security.” The restriction will be in effect for six months after the decree comes into force.
Starlink terminals from the American company SpaceX do not officially operate in the territory of the Russian Federation, but Russian troops have long used unauthorized access to them to control drones and other military equipment in the occupied territories of Ukraine.
In February 2026, the Ukrainian government, together with SpaceX, blocked this opportunity by introducing mandatory registration and a “whitelist” system.
