
Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba reported that in recent months Russia has carried out more than 160 repeated attacks on Ukraine's railway and logistics infrastructure.
Oleksiy Kuleba announced this during a speech at the EU conference on preparedness, a correspondent for Suspilny reports.
“Therefore, we are not just restoring, but introducing innovations, developing solutions for electronic warfare, and protecting infrastructure with new methods. You may have seen roads covered with protective nets. The same approaches are applied to our railways,” said Minister Kuleba.
Kuleba stressed that Ukraine is already preparing for the next winter, and the practical experience of recent years has radically changed the understanding of preparedness. He noted that Ukraine has moved from responding to emergencies to a systemic approach – developing regional and municipal resilience plans that are approved at the national level.
According to him, this approach is shaping a new model of infrastructure and service delivery. Similar trends are observed in other regions of the world, in particular in Arab countries, where decentralization of energy systems and the development of cogeneration as the future of global energy are actively discussed.
