Over 40 OSCE countries have activated the Moscow Mechanism to investigate Russia's indoctrination and militarization of Ukrainian children

Minister of Foreign Affairs Andriy Sybiga announced that 41 participating states of the Organization for Security and Cooperation in Europe (OSCE) have activated the Moscow Mechanism to investigate the facts of indoctrination and militarization of Ukrainian children by Russia.

He wrote about this on the social network X.

“I welcome the launch of the OSCE Moscow Mechanism by 41 participating states to document Russia's indoctrination and militarization of Ukrainian children,” Sybiga wrote.

According to him, the Russian Federation is not only kidnapping Ukrainian children, but also “trying to erase their identity and turn them against their own homeland.”

Sibiga recalled that on May 11, a high-level meeting of the International Coalition for the Return of Ukrainian Children was held in Brussels, during which new practical steps were discussed to return children abducted by Russia and ensure justice for the crimes against them.

“Ukraine expresses gratitude to the OSCE participating States that supported the activation of this mechanism after consultations with Ukraine. Their decision is a manifestation not only of solidarity with Ukraine, but also of responsibility for protecting the basic principles of the OSCE – human dignity, freedom, the inviolability of family life and the right of every child to grow up free from coercion, fear and propaganda of war,” the statement on the website of the Ukrainian Foreign Ministry says.

The Moscow Mechanism is a special procedure of the OSCE human dimension, provided for by a consensus decision of all participating States in the 1991 OSCE Moscow Document and the 1992 OSCE Helsinki Document. The Mechanism enables a group of participating States to form special missions from among independent experts to investigate reports of violations and provide assistance in resolving specific problems related to the OSCE human dimension.
