Lubinets and Moskalkova exchanged lists of missing persons and discussed the return of civilians from Russian captivity

The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, met with Russian Ombudsman Tatyana Moskalkova during the prisoner exchange between Ukraine and the Russian Federation on April 11. They exchanged lists of those considered missing and discussed a number of other issues.

Lubinets spoke about this on the national telethon “United News”.

Among other things, he informed that he personally attended the exchange and spoke with the Ukrainians returned from Russian captivity.

“Held talks with the Russian Commissioner for Human Rights, Tatyana Moskalkova. We discussed further humanitarian steps, the return of civilians, and exchanged lists of those considered missing,” the official said.

Also, according to him, during the conversation with Moskalkova, he focused on the health of the released Ukrainians, emphasizing that the conditions of their detention and treatment were frankly inhumane. Lubinets added that 90% of those returned today had been in Russian captivity since 2022.

On April 11, Ukraine and the Russian Federation held the 72nd prisoner exchange since the start of the full-scale war. 175 Ukrainian defenders and seven civilians returned home. Among them are representatives of the Navy, Air Force and Unmanned Aerial Forces, the National Guard, the Terroir Defense Forces, the Ground and Airborne Assault Forces, border guards and military law enforcement services of the Armed Forces of Ukraine.

As stated by the Russian Ministry of Defense, the Ukrainian side also transferred 175 military personnel and seven civilians to the Russian Federation.

Previous prisoner exchanges between Ukraine and Russia

On July 28, 2025, President Volodymyr Zelenskyy reported that since the beginning of the full-scale Russian invasion, Ukraine has returned 5,857 Ukrainians from captivity, and outside of exchanges, more than 550.

On August 3, he stated that there was an agreement with the Russian side to exchange 1,200 people. According to him, work on the relevant lists is ongoing.

On August 14, 84 Ukrainians returned home from Russian captivity. Among them were servicemen of the Armed Forces of Ukraine and civilians.

The 68th prisoner exchange took place on August 24. Then, military personnel and eight Ukrainian civilians who had been illegally imprisoned by Russia returned to Ukraine.

On October 2, 2025, the 69th exchange of prisoners of war between Ukraine and Russia took place. 185 military personnel of the Defense Forces and 20 civilian citizens of Ukraine, who were illegally detained by Russia, were returned to Ukraine.

On February 5, 2026, 157 citizens, including military personnel and civilians, returned to Ukraine. The same number of people were sent to Russia.

On March 5, 2026, 200 citizens — soldiers of the Armed Forces, the State Special Transport Service, border guards, and National Guardsmen — returned from Russian captivity.

On March 6, 300 Ukrainian servicemen and two civilians returned from Russian captivity.
