
Ukraine ranked 104th among 182 countries in the new Corruption Perceptions Index (CPI) ranking for 2025, scoring 36 points out of 100.
This is stated in a report by the international organization Transparency International.
Thus, compared to 2024, Ukraine increased its score by one and moved up one place in the ranking.
According to Transparency International Ukraine, Ukraine now has a CPI score of 36, as do Argentina and Belize. Colombia, the Dominican Republic, Gambia, Lesotho, and Zambia are one point ahead of Ukraine, while Brazil and Sri Lanka are one point behind.
“Thus, Ukraine repeated its CPI-2023 result. However, a more qualitative breakthrough was prevented by a significant slowdown in European integration reforms and the fulfillment of international obligations, which remain the main drivers of change in the country,” Transparency International Ukraine says.
Ukraine's results in the CPI-2025 were calculated based on 8 studies covering the period from January 2023 to September 2025 inclusive. However, due to methodological limitations, many events in the fall of 2025 (for example, Operation Midas) and early 2026 (for example, NABU's suspicion of the head of the Batkivshchyna faction, Yulia Tymoshenko) did not affect the results of this year's Index.
Despite the positive dynamics, Transparency International Ukraine notes that the current result is an “advance” to the authorities from society and international partners, and not a consequence of sustainable state policy.
It is also indicated that among Ukraine's western neighbors, only Poland's score remained unchanged – 53 points, and 52nd place in the CPI – 2025. Instead, Slovakia (48 points, 61st place), Romania (45 points, 70th place), Moldova (42 points, 80th place) and Hungary (40 points, 84th place) lost 1 point each. Thus, no neighboring state was able to improve its CPI indicators, and Ukraine became the only country in the region that managed to slightly improve its positions in the study.
If we talk about candidate countries for EU accession, the average score here is 39 (last year it was 40), which is 3 more than Ukraine has in its achievements.
The indicators of Montenegro (46 points, 65th place) and North Macedonia (40 points, 84th place) did not change over the year. Moldova lost 1 point (42 points, 80th place). Serbia's indicators decreased by 2 points (33 points, 116th place). Georgia (50 points, 56th place), Albania (39 points, 91st place) and Turkey (31 points, 124th place) lost 3 points each. Bosnia and Herzegovina managed to improve its indicators, whose position increased by 1 point – 34 points, 109th place. Thus, according to the results of 2025 this year, among all EU candidate countries, only Ukraine and Bosnia and Herzegovina showed progress.
In 2024, Ukraine's CPI performance deteriorated, ranking 105th out of 180 countries participating in the ranking. In 2023, Ukraine received 36 points out of a possible 100 in the Index, which allowed it to rise three positions in the ranking.
The Corruption Perceptions Index (CPI) is an indicator that has been calculated by the international organization Transparency International since 1995. The index is calculated based on 13 studies by reputable international institutions and research centers. The key indicator of the Index is the number of points. The minimum score (0 points) means that corruption actually replaces the state, the maximum (100 points) indicates that corruption is almost absent. The index assesses the perception of corruption only in the public sector.
