Foreigners and stateless persons living in Ukraine must exchange temporary residence permits within the next three months, whose validity period expired or was subject to exchange after the start of the full-scale Russian invasion. The Cabinet of Ministers has adopted a corresponding resolution.
This was reported by the press service of the Ministry of Internal Affairs.
The department noted that as a result of the full-scale war, a significant number of foreigners were unable to exchange their ID cards in a timely manner. At the same time, some of them continue to reside in Ukraine, although the validity period of the relevant documents has formally expired. The adopted resolution allows for the regulation of this situation within the framework of current legislation.
Thus, the resolution defines a clear period during which foreigners and stateless persons who retain legal grounds for stay in Ukraine can exchange documents that have expired or are subject to exchange.
It is noted that the exchange of such documents must be carried out within three months from the date of entry into force of the resolution.
Separately, the resolution provides for the State Migration Service of Ukraine to conduct information and explanatory work through the media regarding the procedure and deadlines for exchanging temporary residence permits.
The Ministry of Internal Affairs added that the implementation of the adopted decision makes it possible to establish transparent and understandable deadlines for the exchange of documents, strengthen measures to combat unregulated migration, and streamline the process of staying for foreigners and stateless persons who legally reside in Ukraine.
