Defense contracts, economy, industrial and social cooperation: Ukraine and Germany signed 10 documents

During the visit of Ukrainian President Volodymyr Zelensky to Berlin, 10 documents covering various areas of cooperation were signed, including the relaunch of the Ukrainian-German intergovernmental consultations format and support for industrial recovery. Defense contracts were also concluded with Raytheon for the supply of PAC-2 missiles and with Diehl Defence for IRIS-T systems.

It is noted that a declaration on strategic partnership between Ukraine and Germany was concluded, which provides for the resumption of the format of Ukrainian-German intergovernmental consultations at the level of the President of Ukraine and the Federal Chancellor of Germany after a 22-year pause. It also provides for the format of regular consultations between the Ministers of Defense and Foreign Affairs in the 2+2 format.

The agreement on data cooperation envisages increased cooperation between the ministries of defense in the field of technology and the use of data obtained in combat conditions to adapt weapons and military equipment. It also states the intention to create a framework for the exchange and application of digital data from the battlefield.

The Joint Declaration of Intent to Support Industrial Recovery and Resilience provides for a German contribution of €30 million to a special program of assistance to Ukrainian industry, in particular for the participation of German equipment manufacturers in the modernization and restoration of Ukraine's industrial potential.

“Implementation Agreement No. 2 between the Federal Ministry of Defense of the Federal Republic of Germany and the Ministry of Defense of Ukraine to implement the Agreement on Defense-Industrial Cooperation between the Federal Ministry of Defense of the Federal Republic of Germany and the Ministry of Defense of Ukraine dated October 15, 2025 on the joint production of Anubis and Seth-XG unmanned systems. The contract value is 281 million euros,” the message says.

The Ministry of Defense of Ukraine also signed two contracts: with the American company Raytheon for the supply of PAC-2 missiles and with the German weapons manufacturer Diehl Defence for IRIS-T installations.

The Memorandum of Cooperation between the Ministry of Community and Territorial Development of Ukraine and the Ministry of Housing and Communal Services, Urban Development and Construction of Germany provides for the development of interaction in the field of housing and communal services, as well as the restoration of regions, territories and infrastructure damaged as a result of the full-scale invasion of the Russian Federation.

The Memorandum between the State Geology and Mineral Resources Service of Ukraine and the Federal Institute for Geological Sciences and Natural Resources of Germany (BGR) envisages cooperation in the field of geological exploration of critical minerals, geoscientific research and preparation of expert opinions. The document will contribute to the discovery and development of new useful deposits, the disclosure of Ukraine's mineral potential, the attraction of investors, as well as the digital transformation and systematization of geological data.

“The joint communiqué of the Ukrainian-German cooperation in the field of mineral resources enshrines the conduct of joint research and the use of data analytics to support the discovery and development of new deposits of critical minerals, highlight the mineral potential of Ukraine, and attract potential investors,” the report says.

In addition, a joint declaration of intent between the Federal Ministry of Labor and Social Affairs of Germany and the Ministry of Social Policy, Family and Unity of Ukraine envisages expanding institutional partnership in the field of social policy, taking into account the consequences of Russian aggression and long-term EU requirements, as well as continuing cooperation in these areas.

As a reminder, on the morning of April 14, Volodymyr Zelenskyy paid an official visit to Berlin and met with German Chancellor Friedrich Merz. During which it became known that Germany would provide Ukraine with new military assistance packages, which would include air defense systems, long-range weapons, drones, and ammunition.

Zelensky has now arrived in the Norwegian capital, Oslo, where he will hold talks with Norwegian Prime Minister Jonas Gahr Støre, as well as meet with Crown Prince Haakon of Norway and Norwegian parliamentarians. It is also planned to sign a bilateral document that, according to Zelensky, should strengthen Ukraine's security.
