The government has appointed a new team of deputy defense ministers – what is known about Fedorov's deputies

On Thursday, February 5, a regular meeting of the Government was held. During it, in particular, new deputies were appointed to the Ministry of Defense.

This happened at the request of the head of the department, Mykhailo Fedorov, according to the Ministry of Defense website.

Who is included in the new team of deputy heads of the Ministry of Defense?

The Cabinet of Ministers has appointed Oleksiy Vyskub as First Deputy Minister of Defense of Ukraine. Previously, since 2019, he held the position of First Deputy Minister of Digital Transformation, where he was responsible for the development of the “Diya” application, state electronic services, reengineering of administrative processes, and simplification of bureaucracy.

Since the beginning of the full-scale invasion, Vyskub has been actively working on the technological aspects of defense. In particular, Vyskub has implemented the Drone Army, eBalls, Drone Line projects, drone assault regiments, the construction of UAV crew echelons, and has been involved in the development of “small” air defense.

In his new role, he will continue to oversee key military technology initiatives to achieve strategic objectives in warfare.

Lieutenant General Ivan Havrylyuk has been reappointed to the position of Deputy Minister of Defense. Prior to that, he was First Deputy Minister of Defense.

Havrylyuk has extensive experience in military management, logistics organization, and strategic planning of the development of the Armed Forces of Ukraine. He held the positions of Chief of the Armed Forces Logistics and Deputy Chief of the General Staff.

The Ministry of Defense claims that his presence in the team will help strengthen logistics and effective supply to the front.

Serhiy Boev has been appointed Deputy Minister of Defense for European Integration. He joined the Ministry of Defense in 2024 and headed the direction of interaction with international partners.

He has significant experience in economics, strategic development, and building partnerships (he worked in leading consulting companies, was involved in attracting investments in the Ukrainian defense-industrial complex).

Today, Serhiy's expertise is important for building effective and long-term relations with the EU, NATO and other states, as well as attracting security assistance and funding,

The team also includes:

  • Deputy Minister Lieutenant General Yevhen Moysiuk, who is responsible for troop generation and social security of military personnel;
  • Lieutenant Colonel Yuriy Myronenko, whose task is to develop innovative solutions directly for the front;
  • Oksana Ferchuk, who heads the Ministry's digitalization and digital transformation department.

We continue to transform the Ministry of Defense into an effective structure capable of achieving its goals,

What other changes have occurred in the Ministry of Defense recently?

  • Mikhail Fedorov recently announced the creation of assault drone units, citing the successful use of such methods in combat operations in the direction of Kupyansk. It was also reported that artificial intelligence technologies will soon be introduced into the air defense system.

  • Other personnel decisions made by Fedorov in his position were also indicative. The head of the “Return Alive” charitable foundation, Taras Chmut, joined the Supervisory Board of the Defense Procurement Agency. For his part, Serhiy Sternenko became Fedorov's advisor, whose area of responsibility will be increasing the efficiency of unmanned systems units on the front line.
