The Cabinet of Ministers of Ukraine has updated the procedure for booking military personnel. In particular, the changes concern enterprises of the defense-industrial complex, which are of critical importance for the economy and defense.
The new rules should facilitate the scaling up of production of important weapons and equipment under martial law, as reported on the website of the Ministry of Defense of Ukraine.
What has changed in the booking mechanism?
The Government approved amendments to Cabinet Resolution No. 76, which regulates the procedure for reserving military conscripts during martial law for defense industry enterprises.
The main innovation: the Ministry of Defense's decisions on designating enterprises as critically important in the defense industry will not indicate the number of conscripts subject to reservation. This should simplify document flow and speed up decision-making.
The updated mechanism takes into account the specifics of the work of defense enterprises in wartime and creates conditions for scaling up the production of weapons and equipment for the needs of the Security and Defense Forces.
What is known about reservations from mobilization in Ukraine?

In Ukraine, it is planned to reserve all energy and utility workers from mobilization to restore energy after attacks by Russia. For some companies, a solution has already been worked out to reserve 100% of personnel to speed up repairs of networks and substations.

The minimum wage for reservation from mobilization is 2.5 minimum wages, which is 21,617 hryvnias from 2026. The new rules do not apply to some enterprises.

In 2026, a deferment from mobilization will be granted to certain categories of military conscripts, defined by Article 23 of the Law of Ukraine No. 3543. The deferment is issued mainly in electronic format through the Reserve+ application.
