The Verkhovna Rada stated that students who entered universities immediately after school have no problems with deferring mobilization. On the contrary, the state is interested in preserving this category of youth as the basis for future economic development.
The state has already paid attention to those who seek to avoid mobilization by obtaining a higher education other than their first degree. This was stated by Fedir Venislavsky, a member of the parliamentary committee on national security, defense and intelligence, and a deputy from the Servant of the People faction, in an interview with RBC-Ukraine.
What does the Council say about deferment for students after school?
The Verkhovna Rada does not plan to cancel the deferral from mobilization for students who entered higher education institutions after graduating from school. According to the MP, this category of young people does not raise any questions among lawmakers.
Venislavsky explained that the right to deferment should be granted to those who complete successive levels of education – from secondary to higher and postgraduate studies. At the same time, there were previously cases when people, after receiving one specialty, entered another, using this as a formal reason for extending the deferment, but these opportunities have already been partially limited.
The deputy emphasized that the mass desire to study at the age of 40-50 cannot be equated with classical student life, as this does not correspond to the real logic of the educational process. Instead, school graduates remain a priority group, since they are the ones who form the country's human resources potential.
He separately noted that permission to travel abroad for young people could also have a positive effect, as students have the opportunity to receive education at leading Western universities and later return to Ukraine to restore the economy after the war.
Who can get a deferral in 2026?

In 2026, the conditions for booking farmers in Ukraine changed. From now on, enterprises must meet new criteria of the Ministry of Economy. To obtain the status of a critically important enterprise, it is necessary to have at least 1 thousand hectares of agricultural land or an annual income of 40 million hryvnias.

Ukraine continues to improve the mechanism for processing deferrals. From now on, deferrals are automatically extended for about 90% of cases through verification of data in state registers. The categories of citizens subject to automatic deferral include persons with disabilities, temporarily incapacitated persons, parents with many children, students, and relatives of deceased military personnel.

Yesterday, deputies voted to grant a deferment from mobilization for young people who served under a contract. The deferment will be valid for a year and applies to those who served under a contract from 18 to 25.
