Mobilization rules in Ukraine may change as early as May — active discussions are underway in the Verkhovna Rada to update the legislation. This concerns both the reform of the CCC and new approaches to tracking down violators and interacting with citizens.
There are no final decisions yet, but a number of initiatives may be submitted for consideration in the near future, TSN reports.
How can mobilization change?
Ukraine is preparing possible changes to mobilization rules, which may come into effect after the extension of martial law and general mobilization after May 4. A package of legislative initiatives developed with the participation of the Ministry of Defense may appear as early as May.
One of the key areas of discussion is the reform of territorial recruitment and social support centers. In particular, an option is being considered under which the TCCs could partially lose the function of notifying those liable for military service and focus on maintaining the “Oberig” registry. In this case, they could be reformatted into structures that perform more administrative functions.
At the same time, if the relevant changes are not agreed upon, the CCC's work system will remain without significant transformations. The parliament recognizes that without a review of the powers of the recruitment centers, changes in approaches to mobilization should not be expected.
Separately, there is discussion of increasing liability for those who violate mobilization legislation. According to one idea, such citizens could be searched according to the principle currently applied to alimony debtors.
In particular, it is possible to use the identification code more actively to determine a person's location. At the same time, the parliament recognizes that relying solely on coercive measures may not have the expected effect without additional incentives – increased financial support, clear terms of service, and clear rotation mechanisms.
What will happen to the CCC?
Among the initiatives that have already been publicly announced is the possible renaming of the CCC to “Reserve Offices.” This idea is intended to change not only the name, but also the approach to working with conscripts, making the system more service-oriented.
There is also discussion of separating functions: separate social support for the military, separate mobilization processes. This should reduce tension in society and increase trust in the recruitment system.
The Verkhovna Rada is already considering draft law No. 15076, which provides for restrictions on the actions of representatives of the CCC and the police during document checks. In particular, the document prohibits the unjustified use of physical force and special means against those liable for military service.
During the verification of military registration documents and the delivery of summonses, representatives of the CCC and police officers do not have the right to unreasonably use physical force and special means against persons liable for military service and other citizens,

The initiators emphasize the need to regulate the treatment of citizens during mobilization events. It is expected that the relevant regulations may be included in a broader package of changes being prepared by the Ministry of Defense.
“As far as I understand, a lively discussion is currently underway in the parliamentary Committee on National Security, Defense and Intelligence. Accordingly, there will be more projects from the Ministry of Defense to resolve this situation. This bill raised one of the topics that needs to be resolved. I hope this will be resolved in the package of draft laws of the Ministry of Defense. There are chances for the idea to be implemented. A big discussion is underway. This issue needs to be resolved so that there is normal human fair treatment, because a warrior is born in the CCC,” Serhiy Hryvko, the initiator of the bill, expressed his opinion in a comment.
What else is known about the mobilization reform?

One idea is that the police could gain expanded access to the data of the “Oberig” registry and new functions in dealing with citizens who evade military registration. In particular, it is about the possibility of opening administrative or even criminal proceedings and delivering such individuals to territorial recruitment centers.
