Mobilization in Ukraine – how does automatic deferral work and who can get it?

The Ministry of Defense of Ukraine clarified how you can get an automatic deferral. And although this is not an innovation, the department decided to remind you of the principle of operation.

This was reported on the Ministry of Defense website. The automatic extension of the deferral became possible thanks to last year's changes.

How and who can get an automatic deferral?

This is primarily a category for which a deferment from service is very necessary. These are former Ukrainian prisoners of war.

The Ministry of Defense reminded them that they only need to contact the Central Military Commission once to apply for a deferment from mobilization. And from now on, the deferment will automatically be extended every 90 days.

At the same time, not all those released from captivity and their families are aware of this procedure. Due to the lack of information, misunderstandings and conflict situations sometimes arise, which can be avoided through clear explanations. The Ministry of Defense of Ukraine reminds that from November 1, 2025, the procedure for obtaining a deferment from mobilization has been simplified,

The point is that repeated applications and additional visits to institutions are not necessary in most cases, as a significant number of deferrals are extended automatically.

Persons deprived of their liberty as a result of Russia's armed aggression against Ukraine and military personnel released from captivity are entitled to an automatic extension of the deferral.

Important! There is a condition for auto-extension: the deferral period must be correctly indicated in the account data. If the deferral end date is indicated incorrectly and does not correspond to the period of validity of its grounds, it must be clarified – contact the CCC and SP or submit documents for a new deferral at any convenient ASNAP.

If a specific end date for the deferral is set during registration (for example, March 30), then after this date the deferral is terminated and automatic extension is not performed. However, if the data indicates a period corresponding to the mobilization period (in the Reserve+ application this is displayed as “until the end of mobilization”), during the next auto-extension, the deferral is updated for another 90 days,

What to do if the deferral is not automatically extended?

You must first update your information, and then submit an application for a deferral through the ASN with the current documents. The Ministry of Defense added that you can apply to any convenient ASN, regardless of your place of registration.

Please note! Currently, the main confirmation of the presence of a deferment is an electronic military registration document in the “Reserve+” mobile application. Paper certificates with a seal are no longer issued.

Do civilian prisoners have the right to a deferment from mobilization?

Yes, the relevant decision was made in February 2025. Now this is regulated by a resolution of the Cabinet of Ministers.

In 2024, former prisoner Volodymyr Fomichev and Ombudsman Dmytro Lubinets addressed a corresponding request to Volodymyr Zelenskyy.

Fomichev explained that due to a special SBU check, exiles cannot be assigned to positions that minimize the risk of being captured again. Meanwhile, military personnel who have been captured are mobilized only at their request.

The military did much more for our country than we did. However, we were in the same prisons, the same cells, we were just as painfully beaten and tortured – all this happened because of our civic position, because of our choice in favor of Ukraine, freedom and democracy,
– he wrote.

Dmytro Lubinets agreed with him, pointing out that such people may not be able to withstand repeated captivity.
