Lifting allowance for military personnel – the Ministry of Defense explained who is entitled to payments

Ukrainian servicemen are entitled to relocation assistance when transferred to a new place of service. Along with this, soldiers are paid a daily allowance for each day they are on the road.

Both payments are regulated by Order of the Ministry of Defense of Ukraine No. 45 of February 5, 2018.

Who can receive financial assistance?

Military personnel serving under a contract, permanent military service, or conscripted service for officers are entitled to a lifting allowance.

At the same time, such a payment is not provided for mobilized military personnel and persons undergoing basic military service.

You can get help in the following cases:

  • appointment to a new military position;
  • enrollment in a military educational institution for a period of six months or more without retaining the position at the previous place of service;
  • redeployment of a military unit or subdivision;
  • returning from a business trip to government agencies, enterprises or educational institutions with an appointment to a position in another locality;
  • assignment from a permanent deployment point to a separate unit or between units deployed in different settlements;
  • transfer from other military formations to the Armed Forces of Ukraine with assignment to a position in another locality;
  • Returning after service or training abroad with assignment to a unit stationed in another locality.

At the same time, the lifting allowance is not paid to servicemen who are sent for training for a period of up to six months or if they retain their previous position. Also, the payment is not provided after graduation from an educational institution if the serviceman receives an assignment in the same locality where he studied, and his family members lived with him during the training.

Important! The amount of the moving allowance depends on the military's financial support at the new place of service. The serviceman himself receives an amount equal to one month's support, and for each family member who moved with him, an additional 50% of this amount is paid.

In addition, military personnel are paid a daily allowance for each day of travel. Payments are made on the basis of travel documents, with the day of departure and the day of arrival counted as two days. If there are no documents, compensation is provided for only one day of travel.

It is worth noting that lifting assistance and related payments can be received for no more than two moves within one calendar year.

Compensation is paid to members of a serviceman's family only if they are included in his personal file at the time of the move. This includes a husband or wife – provided that the marriage was officially registered before arriving at the new place of service, minor children, adopted children, as well as children with disabilities, regardless of age.

In addition, payments may be accrued to disabled parents or adoptive parents of a serviceman or his spouse – if they have reached retirement age or have a disability.

Will the salaries of the military be increased?

As a reminder, on May 1, Volodymyr Zelenskyy announced a new stage of army reform. In particular, the plans include increasing the minimum salary for servicemen in the rear from 20,000 to 30,000.

The salaries of commanders of various levels may also increase by approximately twofold.

In addition, those who sign “combat” contracts will be paid much more. In particular, there is a proposal to introduce a “10/20/40” risk reward system – they will be accrued to fighters based on orders from military unit commanders.

As reported by the media, citing sources in the government and parliament, at least 60 billion hryvnias must be allocated for the relevant initiative by the end of 2026.
