NABU and SAPO, together with the SBU, have uncovered a scheme to embezzle funds during the procurement of materials for the defense industry worth over 19 million hryvnias. The perpetrators inflated prices for aluminum rolled products and converted the funds received into cash.
This was reported by the NABU and the SBU on Thursday, March 12.
What is known about the corruption scheme?
NABU and SAPO, together with the SBU in the Dnipropetrovsk region, exposed a corruption scheme at a strategic enterprise of the defense-industrial complex.
According to the investigation, the first deputy general director of the enterprise organized a scheme to embezzle almost 19.7 million hryvnias during the purchase of metal raw materials. The aluminum rolled products were to be used for the mass production of weapons and ammunition for the Defense Forces.
The official involved the deputy head of the plant's material and technical supply department and the director of a related company, which actually supplied metal raw materials, in the scheme.
The parties involved in the case agreed to purchase products at prices that were one-third higher than the market value. The officials converted the resulting difference into cash.
As a result of the illegal actions of the attackers, the state-owned enterprise suffered significant losses – over 19 million dollars.
During the searches, law enforcement officers seized smartphones, computers, and documents from the suspects that prove their involvement in illegal activities.
The SBU reported that the first deputy general director of the plant and his two accomplices have already been notified of suspicion under Part 5 of Article 191 and Part 5 of Article 27 of the Criminal Code of Ukraine.
The issue of choosing preventive measures is being decided. The perpetrators face up to 12 years in prison with confiscation of property,

NABU and SAPO have filed a complaint against the former director of a state-owned enterprise (now deputy general director of Ukroboronprom), the former advisor to the director of a special exporter enterprise, and the beneficiary of a private company. The defendants organized a scheme to embezzle funds through foreign economic contracts. They could have appropriated 32 million hryvnias and tried to get another 19.

NABU and SAPO detectives also exposed the former head of the Ivano-Frankivsk Regional Prosecutor's Office, Roman Khima, and his subordinate for accepting a particularly large bribe. The amount is about $100,000 for closing the case and not bringing the perpetrators to justice.

The SAPO has proven the involvement of SBU General Ilya Vityuk in illegal enrichment and submitting false data in the declaration. Therefore, NABU and SAPO law enforcement officers are preparing for trial.
