Starlink verification for the military – Fedorov’s explanation and instructions

For uninterrupted communication at the front, Ukrainian defenders need to promptly verify their Starlink terminals. Defense Minister Mykhailo Fedorov emphasized that adding devices to the “white list” is critically important for ensuring stability during the country's defense.

Mikhail Fedorov appealed to commanders of all levels to organize the process of registering devices to avoid their disconnection.

How does verification work for the army and what do owners need to do?

A special algorithm is provided for the Defense Forces that does not require unnecessary bureaucracy: the military does not need to put terminals on the balance of units or transfer passwords to accounts.

To get the device on the “white list” and continue to function after the mass blocking of unauthorized terminals, it is enough to transfer Starlink numbers through the military DELTA system . In the future, it is planned that data for registration will be received in real time.

For civilian owners and businesses, the Stralink verification conditions are slightly different, but also aimed at legalizing the equipment:

  • Individuals and sole proprietors must contact the Central Service Center from February 3. You must provide a KIT number (kit serial number), UTID (antenna identifier) or Dish ID, as well as an account number on the Starlink website. You must have a passport and identification code with you. Without the physical presence of the terminal, you can register only one device, and if shown – up to three per person.
  • Legal entities go through the procedure through the Diya portal, authorizing themselves using a KEP. You need to specify the technical data of the terminals and sign an application. For regular companies, there is a limit of 10 devices, while for critical enterprises there are no restrictions. The verification service is completely free of charge for all categories of users.

Why were restrictions introduced?

The decision to create a “whitelist” was a response to a persistent and growing threat: the Russians' use of Starlink terminals on strike drones. The occupiers have begun installing satellite equipment on the Shaheds, allowing operators to control the drones in real time over long distances.

Such devices fly at low altitudes and ignore electronic warfare, making them extremely difficult targets for air defense. The first case of the use of such technology was recorded on January 24 during an attack near Kropyvnytskyi.

The Ukrainian government, together with SpaceX, has developed a mechanism to combat this problem. The implementation of the registry allows only those devices that are in legal use to remain active, cutting off the enemy from technology.

According to Elon Musk, steps to block unauthorized use of the network by Russia are already yielding positive results.
