From February 17, 2026, the Starlink satellite terminal verification procedure in Ukraine will become even more accessible. The Ministry of Digital Transformation has expanded the list of places where owners can confirm their equipment for inclusion in the “white list”.
From now on, this can be done at thousands of branches of postal operators Nova Poshta and Ukrposhta across the country. This will help legalize devices faster and avoid their disconnection, as noted by the Ministry of Digital Affairs.
How to pass Starlink verification through post offices?
According to new clarifications from the Ministry of Digital Affairs, to register a terminal at Nova Poshta or Ukrposhta branches, the owner must have a passport , identification code , and technical data of the device.
During the visit, the postal worker checks the KIT number (kit serial number), the unique antenna identifier (UTID or Dish ID), and the user account number on the official Starlink portal. We previously explained where to find the KIT number and UTID in a separate article.
After entering this data into the system, the device automatically enters the register of authorized terminals.
This expansion of the registration network was introduced in order to simplify the process for residents of small settlements where there are no ASCs, but Ukrposhta branches are operating.
Previous rules continue to apply
It is important to note that all previously implemented verification methods continue to operate in parallel with the new rules.
- Individuals and sole proprietors can still contact ASCs, where restrictions apply: without the physical presence of a terminal, one device can be registered, and if it is shown, up to three units per person.
- Legal entities continue to use the Diya portal for remote application submission using the CEP, where the limit for regular companies is 10 devices.
- Military personnel do not need to visit civilian institutions to register equipment – for the Defense Forces, a secure algorithm works through the DELTA system, which does not require the transmission of passwords or the placement of terminals on the balance of units.
Why does Starlink need to be verified?
The need for strict control over satellite terminals arose due to the active use of Starlink by the Russian occupiers on the front. There have been cases where the enemy installed satellite antennas on Shahed strike drones, which allowed operators to control the drones in real time at long distances.
Such devices are capable of flying at low altitudes and ignoring electronic warfare, posing a serious threat to infrastructure. The first such modifications were detected on January 24 during an attack near Kropyvnytskyi.
As a result, the Ukrainian Ministry of Defense turned to SpaceX with a request to resolve the situation, and the company's CEO Elon Musk responded, after which Starlink stopped working for the Russians.
