The Prosecutor General's Office has initiated legal proceedings against three law enforcement officials in Vinnytsia: an agent from the local division, a past precinct supervisor, and a colleague from the same squad. According to the inquiry, back in September of 2023, they violently assaulted an individual suspected of minor larceny, as UNN conveys, citing information from the Prosecutor General's Office.

The victim was physically attacked with fists and a truncheon in the abdominal area, and underwent psychological coercion to elicit a declaration.

The sustained wounds were very severe: the person's internal organs suffered harm, and physicians were obliged to remove his spleen. During the surgical intervention, the man's heart ceased functioning, but medical experts managed to revive it following approximately 10 minutes of resuscitation efforts.

It is worth noting that in January of 2026, these individuals were formally accused of employing torture and inflicting deliberate severe bodily injury (Part 2 of Article 127 and Part 2 of Article 121 of the Criminal Code of Ukraine). Currently, the bill of particulars is before the court.
