“Midas” File: Particulars Revealed on NABU Investigator Maghamedrasulov’s Custody

The People’s Representative, Anastasia Radina, communicated potential breaches concerning the custodial environment of NABU investigator Ruslan Maghamedrasulov, notably the absence of window glass in his cell. Yevhen Pikalov, a spokesperson for the Agency, referenced a formal inquiry and the lack of grievances registered by the detainee himself.

During the deliberation on the jail conditions of NABU operative Ruslan Maghamedrasulov, parliamentarian Anastasia Radina mentioned suspected infringements of the detention protocol, notably, the missing glass pane in the cell’s window. In turn, agency’s spokesman Yevhen Pikalov notified regarding the formal inquiry and the absence of complaints registered by the prisoner himself. This is according to UNN, referencing the assembly of the Anti-Corruption Policy Committee.

Addressing the speculated text correspondence between Herman Galushchenko, former Minister of Energy and Justice, and the Deputy Minister concerning the situation of NABU agent Ruslan Magamedrasulov within the pre-trial confinement center, a central figure in the Midas special operation, Yevhen Pikalov asserts that the operative was isolated in his cell.

Mr. Maghamedrasulov, despite any viewpoints, any individual’s request – such a plea was not granted. Namely, he was kept isolated continually without any companions in a cell designed for two persons

When Anastasia Radina questioned the reason for his solitary confinement, Pikalov clarified that in accordance with Article 8 of the Law of Ukraine “On Pretrial Detention”, personnel from the State Bureau of Investigation, the National Police, the Security Service of Ukraine, the National Anti-Corruption Bureau, and the Bureau of Economic Security are detained individually within pretrial detention facilities.

Furthermore, a NABU staff member could potentially share a cell with a member of the SBU or the National Police. There’s no stipulation mandating a separate cell exclusively for NABU personnel.

Furthermore, Radina disclosed the presence of a letter from the Human Rights Commissioner, documenting infringements of the NABU agent’s confinement, notably concerning the window lacking glass.

According to the Commissioner, violations have been identified. Specifically, the absence of glass in the window. The date of this letter is October 3, 2025. Your response to me, asserting that everything is satisfactory, is dated October 4, 2025.

To which Pikalov responded, “This is my initial awareness of the window.” Simultaneously, he indicated that, as per the human rights ombudsman, the room’s temperature was gauged at 21 degrees.

The department representative also communicated about an internal probe and the absence of complaints emanating from Magamedrasulov himself.

Following the receipt of the submission from the People’s Deputy of Ukraine, an official inquiry was commissioned, and a committee was formed to conduct it. The committee was composed of employees from the Central Office, that is, the Department of Execution of Criminal Sanctions. Mr. Maghamedrasulov was interviewed, written accounts were obtained from him, and he conveyed that he had no issues with the conditions. He also shared this information with the Commissioner in a private discussion, which the Commissioner documented as well. Additionally, I would like to note that there was no pressure to engineer unbearable circumstances
