The SBU apprehended a 24-year-old soldier serving under contract in the Ukrainian Armed Forces and her 25-year-old female companion, who belonged to an FSB operative group. They were orchestrating bombing missions utilizing explosives in Kyiv and Zhytomyr, while establishing a clandestine workshop.
The Security Service of Ukraine (SBU) stated on Friday that a 24-year-old enlisted servicewoman of the Ukrainian Armed Forces under agreement and her 25-year-old girlfriend, affiliated with the FSB’s intelligence apparatus, were taken into custody for planning acts of terrorism involving explosives in Kyiv and Zhytomyr, as reported by UNN.
Two intelligence operatives from Russia, crafting homemade explosives with intent to detonate them in populated areas of Kyiv and Zhytomyr, have been apprehended. It has been determined that the preparations for these explosions were being carried out by a 24-year-old contract soldier within the Armed Forces of Ukraine and her 25-year-old girlfriend, both integrated into the FSB’s agent network.

The Security Service, in conjunction with the National Police, successfully averted fresh endeavors by the FSB to launch a string of terrorist incidents in the northern regions of Ukraine.
According to information from the special service, in December 2025, law enforcement authorities detained three individuals connected to the same network following their execution of a bombing in the Darnytskyi district of Kyiv. “These individuals were recruited by the terrorists via the Telegram platform, drawn in by the promise of ‘easy money’,” the report specified.
“Following their recruitment, these agents received monetary compensation from the FSB to secure an apartment in Zhytomyr. Within this temporary residence, they established an illegal lab intended for the manufacturing of improvised explosive devices (IEDs), adhering to instructions given by the Russian intelligence agencies. The agents procured elements required for the explosives from regional commercial establishments and marketplaces, conducting these visits solo and regularly altering their attire to maintain secrecy. Once the IEDs were assembled, the agents awaited geolocation data from the FSB, pinpointing the targeted sites for the anticipated terrorist acts, where they were expected to deploy the explosives,” the SBU conveyed.
As mentioned, the culprits were apprehended while in the process of assembling their inaugural explosive device.
During the ensuing investigations, the SBU confirmed the discovery of explosive components among the detained parties, alongside mobile phones containing proof of their collaboration with the adversary.
The individuals have been formally notified of charges under Part 1 of Article 14 and Part 2 of Article 258 within Ukraine’s Criminal Code, pertaining to preparation for a terrorist action through prior conspiracy involving a group of individuals. The accused are presently detained. They could be sentenced to imprisonment for a duration of up to 12 years, with the potential forfeiture of their assets.
