
Secretary of the National Security and Defense Council Rustem Umerov stated that Ukraine wants to talk about an energy truce at the trilateral talks in Geneva.
He stated this while speaking to the media on the sidelines of the Munich Security Conference.
“We will raise this issue. But we cannot talk about it publicly,” Umerov said.
President Volodymyr Zelenskyy added that Ukraine continues negotiations with international partners to strengthen support and promote peace initiatives.
What is known about the peace talks between Ukraine, the United States and Russia?
On December 14–15, 2025, in Berlin, a Ukrainian delegation led by Volodymyr Zelensky held talks with the United States on a 20-point peace plan to end the war. Following the meeting, Secretary of the National Security and Defense Council Rustem Umerov said that the conversation was “productive and the parties managed to achieve some progress.”
On December 24, US Ambassador to NATO Matthew Whitaker said that the parties discussed four documents during the talks. According to him, Washington is trying to understand what maximum Moscow is willing to do to end the aggression.
On December 28, Zelensky met with Trump at Mar-a-Lago. The presidents agreed on a 20-point peace plan that was 90% complete and security guarantees were 100%. They then held a joint phone call with European leaders to set up further meetings to finalize these documents.
Russia also reviewed the documents regarding the end of the war against Ukraine, but did not give clear consent.
Trilateral talks between Ukraine, the United States, and Russia took place in Abu Dhabi, United Arab Emirates, on January 23-24. The discussions focused on ending the war and furthering the peace process.
Secretary of the National Security and Defense Council Rustem Umerov noted that the goal of the negotiations is “progressing towards a dignified and lasting peace.” A White House representative described the meeting as “productive” in a comment to the Public.
President Zelenskyy previously emphasized that the key issue remains the Donetsk and Luhansk regions, and the Ukrainian delegation expects specific answers from Russia regarding the end of the war.
On February 4 and 5, negotiations were held in Abu Dhabi with the participation of the Ukrainian, American, and Russian sides. The discussions lasted approximately five hours. The discussions continued on February 5.
Secretary of the National Security and Defense Council and head of the Ukrainian delegation Rustem Umerov announced the start of the negotiations at around 12:00, and in the evening noted that after the trilateral meeting, the work continued in the format of groups. Later, Umerov said that during the two days of negotiations in Abu Dhabi, the delegations of Ukraine, the United States, and the Russian Federation discussed, in particular, methods for implementing a ceasefire and monitoring the cessation of hostilities.
On February 5, President Volodymyr Zelenskyy said that the next meeting of the negotiating delegations of Ukraine, the United States, and Russia would take place “in the near future.”
