
Ukraine is introducing a “whitelist mode” for Starlink satellite communication terminals – terminals verified through the Central Communications Center or the “Diya” portal will have access to the network.
The Ministry of Digital Affairs explained how to verify Starlink.
“Now, only verified and registered terminals will have access to the network. All others will be disconnected. If you use Starlink at home or at work, from February 3, confirm through the ASC or on the Diya portal that the terminal belongs to you,” the ministry noted.
How to add a terminal to the list
For individuals and sole proprietors:
1. Find and write down the terminal serial numbers:
- KIT number – on the box;
- UTID — in account or application settings or Dish ID;
- user account number on the Starlink portal.
2. Take your documents – passport and taxpayer card.
3. Come to the ASC with documents and submit an application to the administrator. The service is free of charge.
For businesses — from February 3:
You need to log in to the “Di” portal via a qualified electronic signature and enter your terminal data. Check the information and sign the application.
“After verification, your Starlink will continue to operate in Ukraine without restrictions,” the Ministry of Finance noted.
On January 27, the head of the Ministry of Defense Fedorov confirmed that the Russians were equipping drones with Starlink satellite systems. And on January 29, it became known that the Ministry of Defense, together with the American company SpaceX, is already solving the problem of using Starlink satellite communications on Russian drones.
On February 1, American billionaire Elon Musk said that his company SpaceX's efforts to stop Russia's unauthorized use of Starlink “had worked.” Fedorov also confirmed the effectiveness of these steps, noting that the measures taken are “already yielding real results.”
On February 2, the government adopted a resolution to introduce a “white list” for Starlink. According to the decision, only verified and registered terminals will soon operate in Ukraine, and the rest will be disconnected.
How Russia is using Starlink in the war against Ukraine
On February 10, 2024, media reported that Russian troops were likely using SpaceX's Starlink communications systems in Ukraine, indicating that Elon Musk's company is apparently currently helping the Russians.
On February 11, Ukrainian intelligence confirmed information about the use of Starlink by Russian occupiers on the front.
American billionaire and owner of SpaceX Elon Musk said that SpaceX did not directly or indirectly sell the Starlink satellite communication system to Russia.
On September 25, 2024, during a Russian attack, the Ukrainian Defense Forces shot down a Russian drone equipped with Starlink satellite communications from SpaceX, Defense Express wrote.
On January 24, 2026, the Russian military launched a drone strike on helicopters in the Kropyvnytskyi area. Russia used “shaheeds” controlled via Starlink for the first time.
