The government has lifted restrictions on border crossings for all women without exception.

The Cabinet of Ministers has lifted restrictions on border crossings for all women without exception, regardless of positions held in state authorities, local governments, state enterprises, and courts.

This was announced by Prime Minister Yulia Svyridenko on May 15.

Previously, the government lifted restrictions on traveling abroad for employees of state authorities, local governments, and state-owned enterprises.

At the same time, these changes did not apply to female government officials, in particular heads of ministries and central executive bodies, employees of the President's Office, the Verkhovna Rada's Office, the National Security and Defense Council, the Security Service of Ukraine, and the National Bank.

This also did not apply to women MPs, judges of the Supreme and Constitutional Courts, prosecutors of the Prosecutor General's Office, as well as heads of state-owned enterprises and state bodies, whose jurisdiction extends to the entire territory of Ukraine.

What is known about border crossing during martial law in Ukraine?

Martial law has been in effect in Ukraine since February 24, 2022. During this period, travel abroad is restricted for men aged 18 to 60 who are subject to mobilization. However, categories defined by law may travel: people with disabilities, parents with many children (all children under 18), guardians, accompanying persons with disabilities, students of foreign universities, as well as certain other groups.

Each category has its own list of documents. Border guards emphasize that the decision on the pass is made individually at the checkpoint.

On August 26, 2025, Prime Minister Yulia Svyrydenko announced that the Cabinet of Ministers had updated the procedure for crossing the state border. Now, men aged 18 to 22 will be able to leave Ukraine without hindrance during martial law. This applies to all Ukrainians of the appropriate age.

After the Cabinet of Ministers updated the procedure for crossing the state border for men aged 18 to 22 inclusive, and citizens of this category have the right to travel abroad during martial law, to cross the border they must have:

  • passport document giving the right to travel abroad;
  • military registration document (in particular in e-form), which is presented at the request of a border guard.
