On the anniversary of Russia's full-scale invasion, Canada announced a new $220 million military aid package and imposed sanctions on 100 vessels of the Russian shadow fleet.

On the fourth anniversary of Russia’s full-scale invasion of Ukraine, the Canadian government reaffirmed its solidarity and support for the Ukrainian people. National Defence Minister David McGuinty announced a new military assistance package that includes the delivery of more than 400 armored vehicles, including 66 Class 6 light armored vehicles and 383 Senator armored vehicles.
Foreign Minister Anita Anand, in turn, announced an additional $20 million to the Ukraine Energy Support Fund to repair and restore critical energy infrastructure damaged by Russian strikes.
Canada also confirmed the extension of Operation UNIFIER through 2029, which provides ongoing military training for Ukrainian recruits and leaders. The government said these measures allow for flexibility in responding to Ukraine’s operational needs and strengthen its defense capabilities for the future.
In addition, Canada will impose sanctions on 21 individuals and 53 entities, as well as 100 vessels from Russia's shadow fleet, under the Special Economic Measures Regulations. Canada is also lowering the ceiling price for Russian crude oil from $47.60 to $44.10 per barrel.
Russia's full-scale invasion of Ukraine
On February 21, 2022, Vladimir Putin recognized the legal personality of the “LPR” and “DPR” and stated that they would be recognized within the Donetsk and Luhansk regions. He added that this meant the collapse of the Minsk agreements.
Three days later, on February 24, 2022, Putin announced that Russia was deploying troops into Ukraine to conduct a “military operation for denazification and demilitarization.” Immediately after this address, at around five in the morning, Russian troops began shelling infrastructure facilities across Ukraine, as well as residential neighborhoods.
According to the UN, as of the end of November 2022, a total of about 16.7 thousand Ukrainian civilians had been killed or injured in connection with the Russian invasion of Ukraine.
