NATO Secretary General Mark Rutte believes the United States is doing enough to help Ukraine and put pressure on Russia. According to him, this includes sanctions and arms sales to other countries through the PURL mechanism. The PURL program allows Kyiv's partners to finance the purchase of American weapons in accordance with a priority list of needs formed by Ukraine and approved by the United States and NATO. More than 20 countries have already joined it. , which are then transferred to the Armed Forces of Ukraine.
He told reporters about this before a meeting of defense ministers of NATO member countries in Brussels on February 12, a correspondent for Suspilny reports.
Answering a reporter's question about whether the US is doing enough for Ukraine, Rutte stressed that Washington, like the European Union, is putting pressure on Moscow through sanctions. In this context, he recalled the restrictions on Russian oil companies Lukoil and Rosneft, which were introduced in October 2025.
In addition, the Secretary General of the Alliance noted, within the framework of the PURL program, the States sell air defense systems and all types of lethal weapons to the bloc's member countries and partners, which they then transfer to Ukraine.
“The US is leading the peace effort. Only one country, the most powerful state on Earth, can do this under the leadership of President Donald Trump, by starting the peace process. So I really believe that the US is doing exactly what we need when it comes to Ukraine,” Rutte added.
On December 3, 2025, he stated that Alliance countries and partners had already pledged over $4 billion in assistance to Ukraine through the PURL mechanism.
