Peace talks should bring immediate relief to Ukrainian civilians — Council of Europe Commissioner

The Council of Europe Commissioner for Human Rights has called for urgent measures to protect the civilian population of Ukraine ahead of announced talks between Ukraine, Russia and the United States.

In a statement on the official website of the Council of Europe, the Commissioner stressed that Ukrainian civilians continue to suffer from daily attacks and strikes on civilian infrastructure, including the energy system, leading to large-scale power and water supply outages.

“Just this past weekend, at least 15 workers were killed when a mine was hit by a bus near a mine in the Dnipropetrovsk region, and several patients and medical workers were injured in a maternity ward in Zaporizhia. I condemn these attacks,” he noted.

The Council of Europe Commissioner stressed that international law clearly requires the protection of civilians and civilian infrastructure in times of war. He called on all parties to immediately cease attacks on civilians, drones and critical facilities, and to ensure the release of detained civilians, including children, and the subsequent exchange of prisoners of war.

According to him, these steps are necessary to reduce human suffering and create the basis for a strong and lasting peace in Ukraine, which must be based on respect for human rights and the dignity of the Ukrainian people.
