“Even in the jungle, animals cooperate”: Kallas believes the UN Charter needs a section on responsibility for aggression

The EU's High Representative for Foreign Affairs and Security Policy, Kaia Kallas, believes that the United Nations (UN) is not working as it should. According to her, the organization's Charter is good, but it lacks a section on responsibility for aggression by large powers against smaller ones.

She said this during a speech at a security conference in Oslo on February 2, a correspondent for Suspilny reports.

“If you think about it, we had the League of Nations, then there was World War II, so it (the League of Nations, — ed.) didn't work. Then the United Nations was created. But now the UN is clearly not working the way it should. In fact, there are many countries that want a rules-based order, because most states in the world are medium or small. So for them, the international order is a protection. But if it doesn't work, then it doesn't give you protection,” said Kallas.

According to the top European diplomat, “there is a view that the rules-based international order is actually an illusion.”

“There has always been a law of the jungle, where the one with the power takes what he wants. But even in the jungle, animals cooperate. And I really see that we are in a situation where we need to really develop this international law together with countries that want the rules of order… After all, we all want there to be no wars,” she said.

Yes, according to Kallas, the UN Charter and its principles are “very good,” but the part about responsibility is missing.

“What happens if you break these rules? So now we have the Security Council (UN, — ed.), but we have seen that if a member of the Security Council attacks another country, in complete violation of the UN Charter, then you can't really do anything,” the head of EU diplomacy explained.
