Zelensky signed the decision of the National Security and Defense Council on sanctions against Arbuzov and Klyuyev

As reported by Ukrinform, the Decree of the President of Ukraine dated April 12, 2025 No. 231/2025 “On the application of personal special economic and other restrictive measures (sanctions)” was published on the official portal of the president.

The Secretary of the National Security and Defense Council has been instructed to ensure control over the implementation of this decision.

The decree comes into force from the moment of its publication.

In accordance with the decision, the National Security and Defense Council approved the petitions of the Security Service of Ukraine to introduce personal special economic and other restrictive measures (sanctions).

The Cabinet of Ministers, the Security Service of Ukraine, together with the National Bank of Ukraine and the Commission on State Awards and Heraldry under the President of Ukraine, have been tasked with ensuring the implementation and monitoring of the effectiveness of sanctions.

The Ministry of Foreign Affairs has been instructed to notify the competent authorities of the European Union, the United States and other countries about the sanctions imposed and to raise the issue of their application of similar restrictive measures.

The sanctions are aimed at officials from the time of former President Viktor Yanukovych – former head of the National Bank of Ukraine and former First Vice Prime Minister Serhiy Arbuzov, as well as former First Vice Prime Minister, former Secretary of the National Security and Defense Council and former head of the Presidential Administration Andriy Klyuyev.

The sanctions also apply to Viktor Pishchuk and Alena Shevtsova, co-owner of Ibox Bank.

According to media reports, Pischuk was the owner of the Eldorado chain of electronics stores and the Gulliver shopping and entertainment center.
