Ukrainian humanitarian drivers can no longer travel abroad without restrictions

From February 27, 2025, Ukrainian drivers transporting humanitarian cargo can no longer travel abroad without restrictions.

From February 27, 2025, Ukrainian men transporting humanitarian and medical cargo will cross the state border on general grounds. This decision was made by the Cabinet of Ministers of Ukraine, amending the Rules for Crossing the State Border , approved by Resolution of the Cabinet of Ministers No. 57 of January 27, 1995.

What has changed?

Previously, drivers delivering medical and humanitarian cargo could travel abroad upon the decision of the Ministry of Community Development or regional military administrations. Now this norm is no longer in effect.

From now on, men aged 18 to 60 who are involved in the transportation of humanitarian aid can travel abroad only if there are legal grounds , including:

  • they are excluded from military registration;
  • have three or more children;
  • other grounds provided for by law.

This was reported by the spokesman for the State Border Service of Ukraine, Andriy Demchenko.

Why was this decision made?

There has been no official explanation from the government regarding the reasons for the cancellation of preferential departure yet. However, it was previously reported that the decision was made in connection with numerous abuses in the use of this norm.

This may also be part of increased mobilization measures against the backdrop of prolonged hostilities and the need to increase the number of reservists.

What should humanitarian cargo drivers do?

Drivers transporting humanitarian aid are advised to check their documents in advance and make sure they have legal grounds for departure. Otherwise, they will not be able to cross the border.
