
The Ministry of Education and Science has scheduled the election of the rector of Taras Shevchenko National University of Kyiv for October 27, 2026. Former head Volodymyr Bugrov was not allowed to participate in the competition due to anti-corruption restrictions.
The press service of the Ministry of Education and Science informed Suspilny about this.
The Ministry of Education and Science has completed the verification of documents of candidates for the position of rector. Among the candidates was former head of the university Volodymyr Bugrov.
They explained that, in accordance with Article 42 of the Law “On Higher Education”, a person who has been subject to administrative sanctions for a corruption offense within a year after the court decision cannot be the head of a higher education institution.
In February 2026, the Shevchenkivskyi District Court of Kyiv found Bugrov guilty of submitting false information in the declaration. At the end of April, the Kyiv Court of Appeal upheld this decision.
The Ministry of Education and Science requested scientific and legal opinions from the Yaroslav Mudry National Law University and the Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine. They confirmed the existence of grounds for the candidate's non-admission.
In addition, the ministry took into account the position of the NACP on the application of anti-corruption restrictions when electing university heads.
The ministry also reported that the voting date was changed within the framework of the already announced competitive procedure to October 27, 2026. The corresponding order was signed after the appeal of the organizing committee for the election of the rector of KNU.
Bugrov's reaction
Volodymyr Bugrov himself confirmed in a comment to “UP. Life” that he was denied admission to the competition.
“Lawyers will further study this issue and propose possible options for action,” he said.
In April 2026, Bugrov was dismissed from the position of rector due to the expiration of his five-year contract. Currently, the acting rector is Valeriy Kopiyka, director of the Institute of International Relations.
