
The Prosecutor General’s Office of Ukraine, within the framework of criminal proceedings on the fact of illegal deprivation of liberty, torture and murder (Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine), reported in absentia the suspicion to the head of SIZO No. 2 in Taganrog, Lieutenant Colonel Oleksandr Shtoda. He organized the torture of Ukrainian journalist Viktoria Roshchina, and was reported in absentia about the suspicion.
It was established that the journalist was subjected to systematic beatings, humiliation, psychological pressure, and restrictions on access to food, water, and medical care in the detention center.
The Ukrainian journalist was abducted in the temporarily occupied territory of Zaporizhia region in December 2023. Until September 2024, she was held in pre-trial detention center No. 2 in Taganrog, where she was subjected to torture, including beatings, hunger strikes, and electric shocks.
She had a hard time surviving in SIZO No. 2, known for its brutal torture methods. According to journalistic investigations, the torture was systematic, not isolated cases.
Despite the fact that Roshchina was supposed to be exchanged in September 2024, she was found dead on September 19. Russia did not acknowledge the fact of her death for a long time, and the body was only handed over in February 2025 — marked “unidentified male” and without some of her organs.
