Poor-quality road repair in the city center worth UAH 5 million: two utility workers and an engineer will be tried in Kyiv

The Kyiv City Prosecutor's Office has filed charges against the chief engineer of a private enterprise and two employees of the Kyivavtodor Criminal Investigation Department. They are accused of embezzling budget funds.

It is noted that the Kyivavtodor Corporation and the private company Kyivshlyakhbud signed an agreement. The agreement concerned the repair of a section of the road along Pavla Skoropadsky St. (formerly L. Tolstoy St.) – from Tarasivska St. to Vasyl Lypkivsky St.

According to the case materials, the engineer of a private company, who conducted technical supervision of the works, entered knowingly inaccurate data regarding the quality of the road surface into the test protocols.

The investigation established that the head of the Kyivavtodor department and another employee of the municipal corporation knew about the inaccurate information in the reports, but endorsed the acts of completed work.

“Based on these documents, the contractor received payment for poor-quality road repairs. Thus, the capital's budget suffered losses of almost UAH 5 million,” the report says.

The investigation is being conducted under Part 5 of Article 27, Part 5 of Article 191 Abuse of official position by an official, committed by prior conspiracy by a group of persons, on a particularly large scale, is a criminal offense under the Criminal Code of Ukraine. The sanctions of the articles provide for up to twelve years of imprisonment with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years and confiscation of property.

Prosecutors also filed a civil lawsuit with the court to recover the amount of damages from the suspects.

It was previously reported that two officials of a Kyiv healthcare facility were charged with embezzlement of budget funds. According to the case materials, the defendants received 1.6 million hryvnias from the budget for palliative services that were not actually provided to patients.

The Podilskyi District Prosecutor's Office of Kyiv has filed charges against the director of a private company. He is suspected of embezzling money during the construction of modular homes in the village of Moshchun.
