
Kyiv law enforcement officers have reported suspicions to three officials of the State Research and Design Institute of Urban Planning. They are accused of fictitious employment of men in order to avoid mobilization.
This was reported by the Kyiv City Prosecutor's Office.
The suspects are the head, first deputy head, and accountant of the State Research and Design Institute of Urban Planning.
According to the investigation, officials paid four thousand US dollars to recruit men to the institute in order to avoid mobilization. At the same time, they were only listed as employees of the state institution, but did not go to work.

“The head of the institution acted in collusion with his first deputy, who was involved in processing military registration documents for employees, and an accountant who calculated salaries for fictitiously employed individuals. This scheme has been in operation since at least August 2025,” the prosecutor's office said in a statement.

Moreover, as the prosecutor's office claims, the director and first deputy director justified the armed aggression of the Russian Federation against Ukraine in their dialogues about the war. Therefore, the actions of the director and first deputy director are also qualified under Part 3 of Article 436-2 of the Criminal Code of Ukraine – justification or denial of the armed aggression of the Russian Federation against Ukraine.
The suspects face up to 8 years in prison with confiscation of property.

Two suspects were given preventive measures in the form of detention with the right to post bail, and another was placed under 24-hour house arrest.
