
Detectives from the Kyiv Bureau of Economic Security have uncovered official negligence. The damage occurred during the construction of a protected control point for one of the military units. A technical inspection engineer is suspected.

The investigation established that in June 2023, during the implementation of a state contract, the contracting organization overestimated the volume and cost of construction work.
In particular, law enforcement officers discovered double entries in the documentation: the cost of concrete mixes for walls and floors under different codes, repeated inclusion of costs for reinforcement and metal structures, as well as overestimating the volumes and cost of installing individual reinforced concrete elements.
“As a result, over UAH 2.7 million in expenses were unjustifiably included in the official acceptance certificates of completed work,” the report says.
According to the case materials, the technical supervision engineer was supposed to control the volume and cost of the work performed and compliance with the design documentation. However, she did not inspect the facility, did not enter information about violations into the documentation, and signed the work acceptance certificates with inaccurate data.
Law enforcement officers qualified the actions of the technical inspection engineer under Part 2 of Article 367 of the Criminal Code of Ukraine – official negligence, which caused grave consequences for state interests. Detectives are establishing all the circumstances and other persons who may be involved in the implementation of the illegal scheme.
