
The capital's law enforcement officers have announced suspicions against an entrepreneur for supplying border guards with hand warmers that were manufactured with improper technology and from low-quality materials.
This was reported to the Kyiv police.
We are talking about the events of September 2024. Then the military unit of the State Border Guard Service of Ukraine announced a tender for the purchase of individual heating equipment.
An agreement was signed with the company that won the tender for the supply of 107 thousand hand warmers for a total amount of over 7 million hryvnias.
But the heating pads provided to the border guards turned out to be of poor quality. According to the investigation, this was the fault of the entrepreneur, who was the contractor's trusted person.
“Despite the fact that the products did not meet the declared parameters – heat transfer, duration of action, and technical certification of the Ministry of Defense of Ukraine, and the suspect was aware of this, he delivered them to the border guards,” the report says.

The State Border Guard Service suffered losses of over 5.6 million hryvnias.
“Police conducted 8 searches at the residences of the suspects, as well as in office and production premises. Documentation, seals, stamps, electronic signatures, product samples, and $7,700 were seized,” the Kyiv police said.

Investigators informed the entrepreneur of suspicion under Part 5 of Article 190 of the Criminal Code of Ukraine – appropriation of another's property by fraud committed by a group of persons in a prior conspiracy, repeatedly, under martial law, on a large scale. The sanction of the article provides for up to twelve years of imprisonment with confiscation of property.
