After the shooting in Kyiv, the clinic that issued the certificate to the attacker will be inspected

The man who opened fire in Kyiv had a valid medical certificate to extend his gun permit. Law enforcement officers are investigating the circumstances surrounding his receipt.

This was announced by the Minister of Internal Affairs Ihor Klymenko during a conversation with journalists.

The certificate itself is not fake, but was issued by a private clinic in December 2025. As part of the investigation, all documents have already been seized.

“The certificate is genuine, but there is doubt whether a full examination was conducted. Therefore, we are now checking both the clinic itself and the entities that can issue such documents,” Klymenko noted.

According to preliminary information, the shooting occurred amid a domestic conflict between neighbors. The man first used a traumatic weapon, and then returned to the apartment, took a rifle, set the apartment on fire, and opened fire.

Law enforcement officers also determined that the attacker was recording the events on a voice recorder. He was probably doing this to record the conflict, but his actions later became uncontrollable.

“So maybe he didn't think to shoot. He was recording this scandal so that he wouldn't be accused later in court, for example, or by the police of having said something to someone. But he was embarrassed, you can hear it in his words on the recording,” the minister added.

What is known about the shooting in Kyiv?

In the Holosiivskyi district of Kyiv on April 18, a man opened fire on passersby on the street, and then broke into a supermarket, where he held those present hostage.

The attacker was eliminated during the assault on the store. The shooting left six people dead and 14 injured, including a child. The SBU qualifies the shooting of civilians as a terrorist attack.

Minister of Internal Affairs Ihor Klymenko ordered an internal investigation into the actions of the police officers, who have already been suspended from duty for the period of the investigation.

This happened after a video was posted on social media showing two police officers running away when they heard gunshots. The head of the Patrol Police Department of Ukraine, Yevhen Zhukov, resigned due to the actions of police officers during the terrorist attack in Kyiv.

On April 20, it became known that the death toll had risen to seven — one of the wounded died in the hospital.
