A 20-year-old Vinnytsia resident will be tried for attempting to set fire to the building of the Ukrainian Institute of National Remembrance in Kyiv

The case of a 20-year-old man from Vinnytsia, who burned a car in the city in October 2025 and later planned to set fire to the building of the Ukrainian Institute of National Remembrance in Kyiv, has been referred to court. He is accused of high treason and intentional destruction of property.

This was reported on the Facebook page of the Vinnytsia Regional Prosecutor's Office.

The accused was detained in October 2025. Investigators believe that the 20-year-old from Vinnytsia was recruited by an employee of the 5th service of the Russian FSB in the fall of that year. For money, he agreed to set fire to a number of objects in different regions of Ukraine.

“So on October 20, he set fire to a car in Vinnytsia, filmed the crime on video, sent it to the customer and received money for it. The very next day, the guy received a new assignment in Kyiv. He was preparing to set fire to the building of the Ukrainian Institute of National Remembrance – a government institution that forms and implements state policy in the field of national memory of the Ukrainian people,” the prosecutor's office said.

According to law enforcement, he arrived in Kyiv and managed to hide 5 liters of gasoline in the courtyard of the institute, but he was caught and detained in advance. The 20-year-old Vinnytsia resident is in custody.

The accused will be tried for high treason and intentional destruction of property by arson, Part 2 of Article 111, Part 2 of Article 194 of the Criminal Code of Ukraine. He faces up to 15 years or life imprisonment with confiscation of property.
