More than 38 million electronic sick leave documents have been created within Ukraine, streamlining the process of registering temporary work incapacity. Since 2021, physical forms have been superseded by digital medical records, which serve as the foundation for electronic sick leave.

More than 38 million e-Hospitals have been established in Ukraine, which notably simplifies the process of documenting short-term disability for work and boosts clarity in the healthcare system. This information originates from the Ministry of Health’s press division, UNN indicates.
Since its introduction in 2021, conventional paper-based disability certificates have gradually become outdated: instead, medical professionals are creating electronic medical certificates of temporary disability (MCD) using medical data logged within the electronic health system.

Overall, the ESOH has produced in excess of 45 million medical reports, resulting in the automatic generation of over 38 million e-Hospitals for Ukrainian citizens.
The service experiences rapid growth year by year: while 5.5 million medical reports were produced in the initial year, the number climbed to over 10.6 million in 2025, and since the beginning of 2026 alone, an additional 1.2 million documents have been generated.
Simultaneously, the network of institutions utilizing the ESOS is expanding. Increasingly, both municipal and private medical institutions are joining the system. This not only eases the registration of temporary disability but also improves procedural transparency, lowers bureaucratic complexity, and minimizes the potential for misuse.
The procedure for creating an e-Medical Certificate is entirely transparent and digitized. It functions as follows: first, a medical professional produces a medical report confirming the presence of illness and temporary disability. Subsequently, this data is automatically conveyed to the Pension Fund’s Electronic Register of Disability Certificates, where an e-Medical Certificate is produced and recorded for the insured individual.
