During almost 4 years of full-scale war, the labor market in Ukraine has experienced a collapse and a gradual recovery. Now the personnel crisis is one of the main problems, some professions have become the most scarce.

The beginning of a full-scale war sharply collapsed the labor market, writes Opendatabot.
In 2025, the market recovered by 95%: about 100 thousand vacancies per day, and in the western regions – even up to 150%.
The share of vacancies without experience requirements increased from 29% in 2021 to 42% in 2025. Professional demand has also changed:
- Salespeople and sales managers remain at the top;
- The demand for bartenders has exceeded the demand for accountants;
- Driver vacancies have been added to the positions of cooks and waiters.
Demand for vacancies and salaries according to OLX
OLX notes that on the eve of the full-scale war, there was a high demand for candidates in the retail and logistics and delivery categories. A significant number of ads were also recorded in the construction sector.
In 2025, demand increased for:
- cashiers (median salary – 18.5 thousand hryvnias),
- sellers (salary – 18 thousand hryvnias),
- drivers (salary – 35 thousand hryvnias).

Salaries in 2025 increased by 22%, but the increase was uneven across regions and occupations, with the largest increase in the category “Labor occupations, manufacturing.”

In 2025, the median salary in Ukraine increased by 23% and amounted to 25 thousand hryvnias, with the highest rate in Lviv region. The largest salary increase was recorded in Kyiv and Zakarpattia regions – 36%, and the smallest – in Kherson region, only 3%.
